RURAL ADDRESSING RESOLUTION

A RESOLUTION PROVIDING FOR AN ORDERLY AND SYSTEMATIC RURAL ADDRESSING SYSTEM INCLUDING NAMES AND NUMBERS FOR ALL PUBLIC AND PRIVATE ROADWAYS IN UNINCORPORATED AREAS AND A SYSTEMATIC PROPERTY IDENTIFICATION AND PARCEL NUMBERING SYSTEM.
PART 1
INTRODUCTION
1-1 PURPOSE. This Resolution provides for official roadway names and numbers for all public and private roads in unincorporated areas of Washington County, Nebraska, and provides for an orderly house numbering and street address system based upon an established Beginning Point and a minimum interval, in feet, to be used hereafter to assign house numbers and street addresses. This system is intended to be used as an emergency locator system, for U.S. Postal delivery and for other uses such as by utilities and the general public.
1-2 DEFINITIONS. For use in the Resolution, the following terms or words shall be interpreted or defined as follows:
1-2.1 “Base Maps” shall mean the maps used by the E-911 office coordinating the street address system in
Washington County to record addresses as they are assigned and to show all the official road numbers and
names.
1-2.2 “Building” shall mean any structure used or intended for supporting or sheltering any commercial use or
occupancy.
1-2.3 “Person” shall mean any individual, firm, corporation, unincorporated association or other entity.
1-2.4 “E-911 Coordinator” shall mean the Washington County Planning Administrator, who shall administer the
content of this Resolution. For the purpose of this Resolution, the E-911 Coordinator shall be the County
E-911 system’s Data Base Manager.
1-2.5 “Subdivision” shall mean the division of a tract of land into separate lots or parcels for the purpose of
transfer of ownership or building development.
1-2.6 “E-911 Board” shall mean the Washington County E-911 Board.
PART 2
GENERAL PROVISIONS
1-3 SYSTEM. The roadway address system to be used and set forth in a house numbering map or maps of Washington County, Nebraska is as listed in this section. Any conflict between this Resolution and a house numbering map of Washington County, Nebraska shall be settled in the favor of this Resolution.
1-4 EXTENT OF SYSTEM. The roadway address system shall extend over the entire unincorporated area of Washington County, Nebraska. Any incorporated area, upon presentation of an ordinance from the governing body to the E-911 Board and a copy to the E-911 Coordinator, may also be included in this address system.
1-5 ROADWAY NAMES AND NUMBERS. All public and private roadways in the unincorporated area will be assigned a county road number or name which will be combined with a rural address number to make up the complete address of a building or parcel. All roadway number/names shall be assigned by the E-911 Coordinator in consultation with the County Highway Superintendent, and said names/numbers shall be added to the County’s official addressing and road name base map or maps. Road name assignment will be as follows:
1-5.1 HIGHWAYS: All State and U.S. Highways will retain their given highway number and not be given any other name.
1-5.2 ROADWAYS: The numbering and road naming on County roadways shall follow the system that has been assigned by the E-911 Coordinator.
1-5.3 NUMBERS: Individualized residence house numbers are generally assigned with an odd digit on the south and west sides of roads and an even digit on the north and east sides of roads. Each number is assigned to a building site based on the driveway’s access point to the road. Address numbers start with 1000 in the southeast corner of the County, in Section 34- Township 17- North-Range 13 East of the 6th P.M., with the actual start point in the middle of the Missouri River and progress by 1000 address numbers for each mile west and north.
1-5.4 FRONTAGES: Each road segment between 1 mile square section lines is divided into frontages of no less than 10.56 feet allowing for up to 500 even address numbers and 500 odd address numbers along each 1 mile road segment.
1-5.5 BASE MAPS: The extent of each named roadway and numbered residence, business or structure shall be as shown on the addressing base maps. Final road names and road numbers are as adopted by the Washington County Board of Supervisors by Resolution, prepared by the E-911 Coordinator.
1-5.6 ROAD NAMING: All private roadways that serve more than one residence will be designated a name which shall end in “Lane” and be on a blue sign blade. Property owners using the lane shall be given the opportunity to name the lane, provided it conforms to the County naming theme. Where property owners either do not agree or do not provide a name, the County Supervisors shall name the lane by Resolution. The County shall pay for the purchase and installation of the lane sign. All new road names shall fit into the present theme of the roadway naming system. All new road names shall meet U.S. Postal Service standards including that it will not duplicate in sound or spelling any other roadway name in the County road naming theme. The E-911 Coordinator and the Washington County Board of Supervisors shall approve any name proposed to replace any adopted name. Any costs that occur as a result of a change to a County adopted name shall be charged to the property owners requesting the change.
1-6 SUBDIVISION ROADWAY NAMES. Existing subdivisions with interior roadways, names of which are recorded on the original subdivision plat in the Office of the County Clerk, are accepted as is, unless changed by County Resolution. The proposed name of all new roadways shall be shown on the preliminary and final plat of a new subdivision. Such roadway names shall fit the present scheme of the roadway naming system under this Resolution. Numbers will be applied to properties fronting on subdivision roads as on public roads.
1-7 ROAD SIGNS AND RESIDENTIAL MARKERS. Control of road signs and residence markers:
1-7.1 All road signs, posts, and residence markers are and shall remain the property of Washington County.
1-7.2 No person may alter, or move from its original location , any road sign, post or residence marker without
written permission of the E-911 Board, after review & recommendation from the E-911 Coordinator.
1-7.3 All road signs and posts shall be maintained by the Washington County Highway Department or
other entity by contract with the Washington County Board of Supervisors after initial installation. Any signs
and posts that need to be replaced will be provided through the E-911 budget.
1-7.4 All residence markers must be clearly visible from the road. It is the responsibility of the resident to keep
them clear from obstruction. Costs to replace a residence marker shall be the responsibility of the property
owner.
1-7.5 The residence marker numbering system shall be maintained by the E-911 Coordinator. The Coordinator
shall assign numbers in the unincorporated areas.
1-7.6 No one shall destroy or deface any sign, post, or residence marker.
PART 3
ADMINISTRATION
1-8 IMPLEMENTATION OF SYSTEM. The E-911 Coordinator shall:
1-8.1 Verify the accuracy of the location of property access points that shall be used in the assignment of addresses.
1-8.2 Make all necessary corrections and updates to addressing base maps and the official Washington County
E-911 Map, including names for public and private roads and residence markers.
1-8.3 Have printed the official Washington County E-911 Map showing all the roadway names and the scheme of
the address system, to be available at a cost set by the Washington County Board of Supervisors in a size no
larger than required to show the above detail and yet suitable for general use. Map printings after the
original print shall be as determined by the Washington County Board of Supervisors, per recommendation of
the E-911 Coordinator.
1-8.4 Notify the public and all Washington County offices, post office, providers of emergency services and similar
offices in adjoining counties that provide overlap services into Washington County, of the availability of these
maps.
1-8.5 Other duties as necessary to insure the effectiveness of the E-911 System, including assignment of new
addresses for principal buildings.
1-8.6 Coordinate all new address assignments with the U.S. Postal Service.
1-9 REPEALER. All Resolutions or parts of Resolutions in conflict with the provisions of this Resolution are hereby repealed.
1-10 SEVERABILITY CLAUSE. If any section, provisions, or part of this Resolution shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the Resolution as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.
PART 4
VIOLAIONS AND PENALTIES
1-11 VIOLATIONS AND PENALTIES. Any person violating any of the provisions contained in this Resolution shall be deemed guilty of a County infraction.
1-11.1 A County infraction is a civil offense punishable in the following schedule of civil penalities:
(A) First Offense $50.00
(B) Second Offense $100.00
(C) Third Offense $200.00
1-11.2 Each and every day that the violation is permitted to exist after notification shall constitute a separate offense.
1-11.3 Each separate provision of this Resolution violated shall constitute a separate offense.
1-11.4 Seeking a civil penalty does not preclude seeking alternative relief from the court in the same action,
including, but not limited to an order for abatement or cessation of the violation.
1-11.5 Nothing herein contained shall prevent the County from taking such other lawful action as necessary to
prevent or remedy any violation.
PART 5
ENACTMENT
1-12 EFFECTIVE DATE. THIS Resolution shall take effect on September 9, 1997. After final passage, approval and publication as provided by law.
